HOW WE GOT HERE
Concurrent with the space needs assessment, KBA's Landscape Architects will conduct a comprehensive site evaluation to assess current conditions, assets, liabilities, and usage to determine the suitability for a new station. The assessment will address improvements and costs needed to rectify existing conditions. Discussions with city building officials, planning and zoning representatives, and others will help establish a thorough understanding of critical site-specific and neighborhood issues. The findings will be documented in a written and graphic summary report, outlining development possibilities and key issues.

When evaluating potential development sites, several key criteria must be considered to determine their suitability and strategic value. First, the distinction between town-owned and privately owned properties plays a critical role, as public land may offer more flexibility in zoning, permitting, and community alignment, while private sites may involve negotiations and acquisition costs.
Properties with buildable areas exceeding four acres are prioritized for their capacity to support large-scale development and future expansion. The size of the proposed building must be compatible with the site’s dimensions and intended use, ensuring efficient space utilization without overwhelming the surrounding environment. Parking requirements are assessed based on projected occupancy, local regulations, and accessibility standards, with larger sites offering greater potential for accommodating necessary parking infrastructure.
Site amenities—such as green spaces, pedestrian pathways, lighting, and utility access—enhance usability and community appeal, contributing to long-term value. Finally, traffic circulation is evaluated by comparing public versus private access routes, with public circulation offering broader connectivity and integration into existing transportation networks, while private circulation may provide controlled access and enhanced security. Together, these criteria form a comprehensive framework for selecting optimal development sites.
